“Wapenbezit verhoogt de kans op ongelukken en geweld. Het is volgens de Nederlandse wet verboden om wapens te bezitten of te gebruiken. Alleen sportschutters of jagers mogen bepaalde wapens gebruiken; als zij over de juiste vergunning beschikken en zich houden aan de regels van de Wet wapens en munitie.” Dit zijn de eerste zinnen op de website van de Nederlandse politie over wapenbezit. Het is dus een generiek besluit waarop in een aantal specifieke gevallen uitzonderingen worden toegestaan.
De eerste zin is een aanname die de politie stelt. Deze aanname wordt lang niet overal gedeeld in de wereld. Velen zouden hier wellicht willen zien dat er zou staan: wapenbezit verhoogt mijn persoonlijke veiligheid doordat ik mezelf kan beschermen.
In de Verenigde Staten kent men algemeen wapenbezit als onderdeel van de grondwet “The bill of rights”. Dat zijn tien bepalingen van rechten van het volk. De tweede bepaling is “Aangezien een goed geregelde militie nodig is voor de veiligheid van een vrije staat, zal geen inbreuk worden gemaakt op het recht van het volk om wapens te bezitten en te dragen.” Met andere woorden: vrijheid is onmogelijk zonder vrij wapenbezit. Dit staat al sinds 1791 in de Amerikaanse grondwet. Inmiddels zijn we bijna 2,5 eeuw verder en deze volstrekte onzin staat hier nog steeds in. De gevolgen zijn enorm. De bevolking in Amerika is ontzettend gegroeid en ook de verschillen in culturen zijn enorm. Democratische politici, zoals Obama, proberen al jaren dat dit recht wordt ontnomen of op zijn minst wordt genuanceerd. Er zijn staten in de VS waar het mogelijk is om automatische wapens te kopen zonder feitelijk iets in de weg gelegd te worden. De gevolgen zijn verschrikkelijk. Eens in de zoveel weken komt er ergens een doorgedraaide lone wolf uit zijn hol en schiet op openbare plaatsen tientallen mensen neer. Het wapenbezit is hiervoor niet bedoeld, maar de gelegenheid maakt de dief. Als een in zijn jeugd gepeste, psychotische, drugsverslaafde jongeman -het zijn eigenlijk altijd jongens- op een dag besluit wraak te nemen op zijn mislukte jeugd, staat hem dat niemand in de weg. Telkens als er weer zo’n schietincident gebeurt, wordt er door de Democraten in de VS met afschuw gereageerd, maar elk initiatief om het wapenbezit te beperken wordt ingedamd door de Republikeinen. De Republikeinen die op cruciale plekken in de wet- en regelgeving de grootste invloed hebben wijzen per definitie de inbreuk op dit recht op wapenbezit af. De zanger van de “Eagles of Death Metal”, blijkbaar ook een Republikeinse redneck, sprak deze week uit dat als tijdens de terroristische aanslag in Bataclan in Parijs in november jl. de bezoekers ook wapens hadden gehad, het aantal slachtoffers veel lager zou zijn. Je moet wel uit Amerika komen om zo’n kromme redeneerlijn te kunnen volgen. Wij, weldenkende Europeanen, zouden een volledige slachting van alles en iedereen voor ogen hebben gehad als iedereen op iedereen zou kunnen schieten.
In de meeste landen van Europa is wapenbezit aan stevige regelgeving onderworpen. Het in bezit hebben van automatische wapens is bijna overal verboden. Het is een type wapen dat er niet op is gericht je te verdedigen, maar om de tegenstander definitief uit te schakelen. In een rechtstaat is zelf rechter spelen niet toegestaan. En dat is maar goed ook.
Toch zie je in Nederland ook dat het wapenbezit en incidenten met wapens fors toenemen. Blijkbaar is er een groeiende schare die zich onveilig voelt en van mening is dat een wapen de oplossing biedt om zelf niet te worden bedreigd of zelfs te worden geliquideerd. Deze angst kan afgezien van terroristische motieven alleen worden ingegeven door bedreiging. Er blijken hele groepen mensen grote risico’s te lopen, veelal voortkomend uit crimineel gedrag. Zij bedienen zich van wapens om zich te beschermen of hun ‘recht’ te halen. Vooral drugs zijn de oorzaak van het toenemende illegale wapenbezit. Het failliete Nederlandse drugsbeleid werkt als een versneller voor het verboden wapenbezit en daaruit volgende schietincidenten. En hoewel velen van mening zijn dat het niet zo’n probleem is als er sprake is van een afrekening in het criminele circuit, is dit het juist wel. Hoe langer hoe vaker zien we dat ook onschuldige omstanders slachtoffer worden. Dit moet gestopt worden. De angst is al zover om zich heen geslagen dat zelfs de politie overweegt om met automatische wapens rond te gaan lopen. Een erg slecht idee. Eigenlijk zou een politieagent al geen wapen moeten hoeven te dragen. Want als de agent het wapen gebruikt, staat hij zelf in het beklaagdenbankje. Dus: Alle wapens de wereld uit, om te beginnen in Nederland.
