Dilan Yesilgöz is de nieuwe staatssecretaris van economische zaken en klimaat. Dat is eenzelfde soort portefeuille als staatssecretaris van arm en rijk. Een onverenigbare portefeuille, omdat wat de ene helft nodig heeft gaat ten koste van de ander. Kortom met zo’n portefeuille kun je nog geen deuk in een pakje warme boter slaan. En zeker niet als je dan ook nog van VVD-huize bent en dus duidelijk aan één kant van het spectrum je van nature de belangen van het kapitaal wil verdedigen. Ze is aangesteld als demissionaire staatssecretaris. Niet bepaald onder een gesternte waarmee we de CO2 uitstoot en de klimaatverandering gaan aanpakken. Want van de week bleek al heel gauw na de presentatie van de Europese klimaatplannen ‘Fit for 55’ van Frans Timmermans dat onze nieuwe staatssecretaris zich direct gaat afvragen wie dit allemaal wel moet gaan betalen. Het antwoord is heel simpel: iedereen. En dan voornamelijk de twee belangrijkste financiers: degenen met de sterkste schouders en de grootste vervuilers. Laten dat nu net de vrienden van de VVD zijn.
Nederland zal dus waarschijnlijk veel moeite gaan doen om de zaak te traineren. Ofwel veel toezeggingen doen met meel in de mond, naar iedereen wijzen en achteruit zakken. En met een demissionair kabinet dat voorlopig nog wel wil blijven zitten, hoeven we ook niet te verwachten dat er stevige plannen worden gepresenteerd.
In 2050 moeten we CO2 neutraal zijn en dat betekent op de korte termijn een reductie van 55% ten opzichte van de uitstoot van 1990. Dit staat op papier in de ‘Green Deal’ van Europa maar papier is geduldig. Om te beginnen moeten we in 2030 al 40% van onze energie ‘groen’ opwekken. Mevrouw Yesilgöz heeft daar wel een oplossing voor: kernenergie om elektriciteit op te wekken. Dat is stikduur en over 9 jaar niet klaar, maar het klinkt als een oplossing. Dat we daarmee het ene probleem met het andere verruilen doet er niet toe. Alle weilanden vol leggen met zonnepanelen is ook een optie. Veel mensen vervloeken dit idee. Maar als er op die grond koeien staan is het CO2 effect dubbel: Met zonnepanelen: geen CO2-koeienscheten meer geruild voor een duurzame opwekking van stroom. Maar er zijn toch nog genoeg daken waarop deze zonnepanelen kunnen worden gelegd? Ook dat is maar ten dele waar. Een industrieel dak beleggen met panelen kan niet overal: de daken zijn niet sterk genoeg, er is gedoe met het bestemmingsplan, wie verzorgt de financiering, hoe wordt de leverantie geregeld als er meer wordt geproduceerd dan zelf nodig is, en wat vindt de verzekeraar van het pand ervan? Waar zonnepanelen liggen kunnen geen koeien staan is dan nog niet zo’n slechte optie. De landbouwsector is één van de grootste vervuilers, dus daar moet sowieso in gesneden worden. Waarom moeten wij als Nederland voor zowat de halve wereld het voedsel produceren op een postzegel? We leven niet in een land, maar in een wat uitgestrekte stad. Wat zijn de grootste CO2 uitstoters: de industrie, de elektriciteitscentrales, de mobiliteit, de bebouwing en dus de landbouw.
De grootste boosdoeners van CO2 uitstoot moeten veel meer gaan betalen. Waarom is er geen CO2 heffing op kerosine. De luchtvaart is één van de grootste vervuilers.
Als de 10 grootste industriële vervuilers hun uitstoot zouden halveren, hebben we al enorm veel bereikt.
Elektriciteit opwekken door zon en wind heeft als nadeel dat aan opslag van energie nog niet is voorzien en als we dat wel doen het rendement wel erg laag wordt. Nog veel te puzzelen dus. We mogen vanaf 2035 geen auto’s meer kopen met een verbrandingsmotor. Als de kosten en specificaties van een elektrische auto die van de exemplaren met verbrandingsmotor gaan benaderen, lijkt dit een haalbare oplossing. Maar ook hier is nog veel denkkracht nodig om dat te bereiken. En waarom denken we niet gelijk om en maken we uitsluitend auto’s die niet harder kunnen dan pakweg 140 km per uur? Dat bespaart kosten in gewicht, vermogenspakketten en is bovendien een stuk veiliger. Dit laatste zal de vroempartij van Dilan ook niet omarmen al zal het met het vroemen wel minder worden zonder verbrandingsmotor.
We wonen in een stad dus de bebouwing is onontkoombaar. We moeten zo snel mogelijk naar CO2 neutrale woningen en om te beginnen bij nieuwbouw. Uiteraard worden de woningen daardoor duurder waar bij een overspannen woningmarkt ook niemand op zit te wachten. Innovatie is het antwoord.
En ineens liepen delen van Duitsland, België en ons Limburg onder water na hevige regenval. Uitgerekend een dag na de presentatie van Frans Timmermans. Regenval die door meteologen en andere wetenschappers al jaren geleden was voorspeld. De zomers worden heter en natter. Jaarlijks worden er weerrecords gebroken en wat doen we: niets. Ja, we gaan druiven verbouwen en roemen inmiddels ons land als zonbestemming voor vakanties, maar feitelijk zouden we ongerust moeten worden. De overstromingen laten ook zien dat het menens is. Het ‘Fit voor 55’ plan van Europa is eindelijk een uitvoeringsvoorschrift waar helaas heel Europa zich nog over moet buigen. Onze Dilan zal daarvoor haar neus ophalen. In haar demissionaire achtertuin gaan geen revoluties ontstaan. En zo zijn er nog heel veel meer rechtse landen die precies hetzelfde gaan doen, al liggen de gevolgen van klimaatverandering nu letterlijk op straat. Don Quichotte Timmermans vecht in deze tegen windmolens die hij graag wil inzetten. Hij heeft wel gelijk, de urgentie dringt zich op. Maatregelen als CO2 regulering kunnen niet door één land genomen worden maar vragen een mondiale oplossing. Maar zolang wij als land alleen maar met onszelf bezig zijn – zie ook de coronacrisis- wordt het ’flut voor 55’. Ik durf te wedden dat nog niet één plan maar in de buurt komt van de doelstellingen die nu zijn geformuleerd.
